Week 5: Iowa State Capitol Report

Dear Mental Health Advocates,

Yesterday marked the end of the fifth week of the 2024 Iowa Legislative Session. Next week is the legislative funnel, which means certain bills will move forward this session and others will effectively die. (We covered the funnel last week; click here if you’re wondering, What the heck is a funnel?)

Once again, there was no full floor debate in either the House of Representatives or the Senate, as many subcommittees and committees met to try to advance bills.

Iowa Behavioral Health System Alignment

As Gov. Reynolds indicated in her 2024 Condition of the State address, the Iowa Department of Health and Human Services is proposing major changes to the way Iowa’s mental health and substance use systems are organized. House Study Bill 653 and Senate Study Bill 3146, which were both were introduced earlier this week, outline those changes. On Thursday, a House subcommittee voted to move the legislation forward. NAMI Iowa supports DHHS’ goals of making the system more accessible and effective for Iowans, and for better integrating mental health and substance use systems. There are some details and questions that remain to be addressed in the bill. We're grateful that DHHS leaders have been collaborative and open to feedback. The legislation is moving quickly; the full House Health and Human Services Committee will consider the House version of the bill on Monday, and a Senate subcommittee will hear the companion Senate version on Monday, as well.

Access to Maternal Mental Healthcare

NAMI Iowa is proud to be part of a coalition of organizations working to extend Medicaid coverage from 60 days to 12 months after a person has given birth. Good news: This week, Senate version of the bill cleared the first funnel (passing both a subcommittee and full committee), and the House version passed out of subcommittee, with the expectation that it will move through the full committee next week.

The ongoing sticking point for the bill is the change in income eligibility levels. While the proposed legislation would extend Medicaid for a longer period of time (60 days to 12 months), it would also significantly reduce the income threshold to participate in the program. Advocates are still attempting to increase the income eligibility levels. This Business Record article explains more. NAMI Iowa supports the bill as a step in the right direction. We know that postpartum depression, anxiety, and other serious mental health conditions can extend far beyond 60 days after a person gives birth. Some studies show that up to half of mothers with postpartum depression go untreated, which negatively impacts baby and family wellbeing, and can have longterm repercussions on health.
